The first mentions about the modernday city of Bescara dates back to the last years of the Augustan dominion but the site was actually inhabitated for long time before since the most remote past. It was a renowned fishing port during the Qolshamin Kingdom. The Augustan conquest of the Colsamian Empire, however, affected heavily the ancient city which was refunded few chilemeters away from the previous city-center as a naval base by the Augustan rulers.
Bescara, a Kalopian corruption of the original selucian name Piscarius (clearly related to the fishing activity), despite the attept by the Augustan to develop its as a trade, didn't achieve to face the competition of other cities on the southern coasts and in fact, after the retirement of the Augustans, the city began to decline and the Ahmadi conquest didn't improved the situation of the city which for other centuries remained a little center on southern Istalia.

The situation began to improve when around 20th century the Emirate of Quanzar trying to improve the economic situation and to make grow a modern industry in the nation, installed in Bescara several industrial facilities while around the end of the century another sector, the turistic one, began to grow: the fact the city and actually all the surrounding area maintained a small size and remained little populated until modern times well preserved the natural beauty of the area, among which today are very renowned the network of natural parks of the Alkhayl's Temperate Rainforests.
The city became also an arriving hub for all those interested not only in spending a holiday within the wildlife but also to experience the white and neverending shores under high rocky cliff which from Bescara run to the easternmost point of the Peninsula offering other beautiful landscape and territories for the curiosity of the turists.

The local form of government of the city follow the model of the mayor–council government system, with a mayor (Istalian: sindaco) elected by voters, and a unicameral council as the legislative branch (Istalian: Consiglio). To the mayor is given almost total administrative authority and a clear, wide range of political independence, with the power to appoint and dismiss department heads and furthermore he prepares and administers the city budget, although most part of the decisions must be approved by the council.
