BILLS BEING VOTED UPON
Simply means that the bill is being voted upon by the legislature. To pass, most bills require more yes votes than no votes. Bills that call for a change to the constitution call for a 2/3s yes to pass. Then other bills(such as cabinets) require more than half the legislature to vote yes.
