The Council of Ministers (Medini: مجلس وزراء, Majlis-ě Wazraa) is the principal collective decision-making body of the Zahiri Republic of Medina. It comprises the President of Medina (the Head of Government), who chairs the cabinet, and 20 Ministers.
Formation and Dissolution
The members of the Council of Ministers are chosen by the President at their discretion, but must be approved (officially appointed) by the Viceroy and Authority. The President may dismiss any members at their choosing, and replace them with the consent of the Viceroy.
The council is dissolved with every election of the Assembly of Advisory and President (which are simultaneous). To re-form the Council of Ministers, the President must first select the members of the Committee of Selection, then choose from those members who shall sit on the council. The council may only be dissolved by the Viceroy, who can do that at will by withdrawing their confidence in a letter or at the request of the Assembly, with a majority vote.
Functions of the Council
Unique Ad Hoc Approach
In order to reduce the excessive bureaucracy found in many nations' governments, the founders of the nation tried a more ad hoc approach. The Council of Ministers is a non-permanent body who's number of members may fluctuate. The President is given the power to create and dissolve Ministries at will, although to do so they need to support of the Assembly of Advisory. Ministers are given the power to create new Secretariats underneath their Ministries (provided they fall under their portfolio) with the consent of the President. Secretariats are formed and dissolved as needed and typically only exist for as long as necessary to execute laws. However temporary the Secretariats are, their mandates and regulations made still exists.
For example, if an airplane crash occurred due to a failing in safety protocols, the Minister of Transportation would form (with the President's consent, although it is largely a formality) the Aviation Secretariat to update safety protocol and once completed and seen through that it is enforced, the Minister would dissolve the Secretariat.
That said, some ministries are permanent- some like Foreign Affairs and the office of President are proscribed by the Constitution and cannot be dissolved.
