The Second Cabinet of Edward Daeva was the government coalition of the Holy Luthorian Empire. It succeeded the Daeva Cabinet I in early 4629. The cabinet composes of the Imperial Citizens Party, the Holy Luthori Church, the Patriots Party and the Nationalist Party of Luthori, though White Rose is not apart of this cabinet they declared their support for it, while Franz Reichert from the Imperial Citizens Party won the Office of the Imperator. Later, the White Rose decides to remove their support for the cabinet.
After the election in 4628 the Daeva Cabinet I had the mandate to stay in power if the brought in new parties which they did.
This government was the first one in recent history to have the head of state act as the de facto head of government. During the first government meeting, Imperator Reichert declared that he had no intentions on being just a simply symbolic head of state but that he was going to lead the government. None dared to protest this. Though Daeva is the de jure head of government everyone knew that nothing would be decided unless Reichert was present and approved of the decision.
In July 4629 the CPL organized a march in the city of Youk in Northriding to protest a law from the HLC which had passed a month earlier. These laws has been described as extremely authoritarian to the point of totalitarian. The protesters were encountered by two paramilitary militias from the National Defence Forces; the Imperatorian Guard and the Holy Guard. These paramilitary organizations were approved by the government a month before the protests.
In 4630, White Rose votes "no" on two bills approving the cabinet minister, acknowledging the removal of their parliamentary support to the cabinet.
