The Second Cabinet of Peter Dalton was the government of the Holy Luthorian Empire from February 4758 to January 4763. The cabinet is composed of the CPL and The Purple Guard. The Office of the Imperator is held by Dwayne Loops from the CPL. Representation

History

The cabinet is formed on 16 February 4758 following successful negotiations between the CPL and the The Purple Guard. The agreement is historical. The new policy of the cabinet is named "national-communism" by the two parties.

In March 4758, the creation of militias affiliated to each political party becomes legal.

Two other reforms are passed in April 4758. The first one ends the open border policy to replace it with a very restrictive control. Refugees won't receive any help from the state anymore. Hunting and fishing is also no more regulated. These reforms are not the ones of the government but partially of the opposition.

In January 4759 a reform concerning the remuneration of ministers of religion is passed. The salaries and pensions of ministers of religion shall be borne by the state and regulated by the law.

The same month, a reform imposing strict and invasive border checks is implemented.

In February, the 28 February is declared a public holiday to celebrate the national-communist Revolution.

In March, the law concerning the appointments and requirements for government employees is modified. They are now selected and appointed in a political way.*

In September 4759 , 3 laws are modified:

-Any adult citizen can serve in the military, discrimination for racial or religious reasons is prohibited.

- Health care is entirely public and free; private clinics are banned.

- All sports clubs are government owned and run.

In January 4760, the government establishes the National-communist guard and nationalises the power grid.

In February, the parliament adds restrictions to the keeping of endangered animals. Everyone may keep endangered animals, but the trade in, and the ownership of, endangered animals is strictly regulated by the government to prevent their extinction in the wild.

In April 4760, Euthanasia is allowed with consent from the patient and the treating doctor.

The same month, the law regarding closed/open shops is devolved to local governments.

In July 4760, the opposition manages to overturn the law banning private clinics.

In September 4761, all banks are nationalised and advertising becomes restricted.

The same month, police officers now carry military-grade weapons and can search a person's property without restrictions.

In March 4762, waste disposal is managed by the government and highly restrictive industrial pollution standards are enforced for industries.

In June 4762, a new budget making various cuts while increasing the army and social security funding is passed.

Program

Administration: -Government employees are selected and appointed in a political way.

Military: -Abolish discrimination in the military on grounds of race/religion. -The Ministry of Defense is authorized to appoint military officers.

-Health: -Health care is entirely public and free; private clinics are banned. -All sports clubs are government owned and run.

Economics: -Only advertising that meets certain set standards is permitted. -The government operates and owns all banks. -Government approval is needed before strikers can be fired. -Companies are required to distribute a majority fraction of its profits to employees. -Stock exchanges are allowed but are regulated.

Justice: -Police officers carry military-grade equipment. -The police can search a person or their property without restrictions.

Education: -The government does not allow private higher education institutions. -The government fully subsidizes tuition. -The Government requires all secondary school students to receive a political education that is biased towards the government. -Education is entirely public and free; private schools are banned.

Media: -There are laws against the publication of false information, hate speech, and subversive anti-government material. -International media content is heavily censored for political purposes.

Culture: -The government subsidises artistic institutions and some artists on a case by case basis. -The state actively removes or modifies cultural and historical heritage which are considered "inappropriate", or if public interest so requires.

Technology: -There is a single privately-owned internet service provider, whose monopoly is guaranteed by law.

Ecology: -The government enforces highly restrictive industrial pollution standards. -The government is responsible for waste disposal. Civil liberties: -Local governments determine the legality of crossdressing

Foreign policy: -Only refugees that are victims of extreme circumstances are welcome; they are given integration-aid.

Infrastructure: -The government may seize private property for vital government works. -There is a nationalised post office agency in the nation. Private ones are banned. -Public transport is fully subsidised by the government. -There is a single publicly owned TOC.

Welfare: -The state guarantees child benefit to all families. There are 29 proposals,we think that this is a good start to improve the lives of the Luthorian people.
