Keymon is divided into four administrative regions, called counties (Ammuntagnu: Cuntene, Felugu: Contee) and 75 municipalities known as communes (Ammuntagnu: Cumune, Felugu: Comuni). The capital city, Monte Primo along with Pacivila, Portu Betania and Sidi Mopani are special cities which are constitutionally recognised as both cities and counties in themselves.
The communes are the lowest tier of administrative division and are responsible for outpatient health services, senior citizen services, zoning, business development, and municipal roads. As per local government reforms enacted around 4850, the communes have undergone significant consolidation. Prior to the reforms, there were 135 communes. The local government reforms consolidated numerous communes and thus at the end there were 75 municipalities.
