His Imperial and Most Illustrious Lutheran Majesty, Franz VII, Defender of the Faith, by the Grace of God, Emperor of Hulstria, His Imperial Majesty Imperator of Dolgaria, His Royal Northern Highness Great Prince & Tsar of Trigunia, His Royal Highness Grand Duke of Sisula (b. November 19th, 3103, Fliederbrunn Palace, Kien, Greater Hulstria) was the reigning monarch of Greater Hulstria, Dolgaria, and Trigunia. Franz VII was the first child and son of Alexander II of Hulstria and Viktoria von Smaragdwald; he is the older brother to Archduke Karl of Hulstria. Franz VII was married to Anastasiya, Duchess of Petrovgrad; the couple has one child, Klaus Gustav. Franz VII was first married to Viktoria, Duchess of Recke, when he was Crown Prince of Hulstria. The Duchess of Recke died of breast cancer early on in their marriage and the couple had no issue; he would not remarry until the 3150s after he was crowned monarch with Duchess Anastasiya who was serving as the Viceroy of Trigunia at the time and he would produce an issue with her to the throne. Franz's younger brother Karl was the heir presumptive to the Hulstrian and Trigunian thrones prior to the marriage and before the birth of Crown Prince Klaus Gustav of Hulstria, the couples first child and son.
In the year 3146 then HIM Crown Prince Klemens of Hulstria inherited the thrones of Greater Hulstria, Dolgaria, and Trigunia following the passing of his father, Alexander II of Hulstria. The Crown Prince was coronated as Franz VII of Hulstria & II of Trigunia & I of Dolgaria at a lavish ceremony at the Hulstrian National Cathedral, taking up the regnal name in honor of Franz VI of Hulstria who reigned in the late 2700s. A much more conservative figure than his father, the new Emperor sought to take a more more active position within the Court, and oversee more of the activities within the Imperial Diet in Hulstria. The first few years of his reign saw the power of the Court expand within the Imperial Diet and Franz VII becoming a more active, public figure than his father within the country. His increased activity historians suggest were brought on by his consort, the Duchess Maskhov, a much more political figure. Franz's reign would be rocked early on by the assassination of the Governor-General of Greater Hulstria Andreas, 9th Count of Sichartshofen in 3150 by a far-left terrorist at a political rally in Labsburg; Franz VII appointed Mara Peters to serve as the Acting Governor-General for the rest of Sichartshofen term to ensure a continuation of government. In a rare television apperance the Emperor calmed the public and urged unity within the Empire in wake of the assasination of the Governor-General. His subsequent apperance at the attack site and at the funeral of the Governor-General earned him high marks from his subjects. Franz VII's calmness and leadership brought many of his subjects together to return to normalcy and resume the Hulstrian democratic process. Franz VII posthumously would bestow the honor of the Imperial Service Order upon the late Sichartshofen.
Following the assassination the Imperial Court experienced a period of peace and tranquility. Franz VII saw through repairing relations with the House of Hutori after over 100 years of tensions between the two families and established relations with the royal family of Dorvik who sought to be restored there; Franz VII as well backed them for recognition by the International Monarchist League which they eventually earned. This period also saw through the union of the House of Rothingren-Traugott and the House of Mashkov with the marriage between Franz VII and Duchess Anastasiya of Petrovgrad. The marriage brought in a new voice within the Hulstrian court, a more political voice to the Kaiser's ear as Duchess Anastasiya was serving as the Viceroy of Trigunia at the time of the wedding. The Duchess would later leave the position of Viceroy though she continued to act as the close ear to the Kaiser during the Court's most important moments in his reign. The period of peace would end with the arrival of the Likaton-Kalopian Crisis and Greater Hulstria's defense of the Holy Kingdom of Kafuristan and the House of Al-Majali. As the Crisis went forward Greater Hulstria as well as Trigunia were forced into conflict in the South Ocean War with the Likatonian military alliance and later the War of the Two Kaisers where Franz VII would face off against Nikolai II of Kazulia. The decade of conflict would end with a victory for Franz and his personal union states but Majatra would face another crisis in Jakania soon after the war's conclusion.
Towards the end of his reign in Greater Hulstria the nation saw the rise of liberal and socialist elements within the political sphere, challenging the conservative order led by the Roderick political family that had maintained an iron grip throughout Franz's reign within the Imperial Crownlands. The rise of these elements would result in a back and forth struggle for power in the last decade of the century with the likes of Gustav von Staufbrücken and his liberal counterparts clashing with the liberals for control over the office of Governor-General. Before his death Franz VII was formally restored to the throne of the Empire of Dolgaria, a throne lost by his father during a republican insurgency. Franz VII was crowned formally as the Imperator of Dolgaria and united the nations of Hulstria and Trigunia in personal union with Dolgaria.

His Imperial Majesty Archduke Klemens of Hulstria was born on November 19th, 3103, to HIM Crown Prince Alexander of Hulstria and his consort, HIM Crown Princess Viktoria of Hulstria. The Archduke was given his primary name after Hulstrian monarch Klemens II of Hulstria who ruled from 2559 to 2593 and engaged in the War of the Luthori Succession. Archduke Klemens three years later would be joined by his younger brother when his parents gave birth to another child, Archduke Karl. Archduke Klemens' father was an only child and most of Klemens' uncles and aunts would come from his mother's side of the family in the House of Smaragdwald. Archduke Klemens' paternal great uncle was the reigning King of New Endralon and his maternal great aunt was the consort to King George III of Aloria. Archduke Klemen's paternal grandparents were Heinrich III of Hulstria and Beatrix von Rommel and his maternal grandparents were Isidor, Count of Smaragdwald, and Roswitha, Countess of Hundertmark. Klemens' maternal uncle would later become the Count of Smaragdwald after his maternal grandfather's death and the uncle, Vikoria's older brother, would become a figure who was very active within the Hulstrian political sphere like his ancestor Wolfram von Smaragdwald.
Archduke Klemens' would go onto attend schooling both in Hulstria and Trigunia during his early educational years. He was privately tutored and was tought to idolize past Hulstrian monarchs, including learning the reigns of past Trigunian monarchs prior to Heinrich I. In school the Archduke was very active in sports and extra-curricular activities; Klemens' paternal grandfather, Heinrich III of Hulstria, in particular drove the Archduke to excel. The Kaiser was an important figure in the young life of Archduke Klemens and Heinrich III would watch over the Archduke as if he was his own son. Much of Klemens' conservative views that he maintained when he was monarch many say was influenced by his paternal grandfather who stressed traditional rule and international monarchism. He would later graduate in the top of his class though his paternal grandfather would not live to see the success his grandchild had achieved; at the age of 17 in the year 3119 Heinrich III was dead and Klemens' father was crowned the Emperor of Hulstria. The Archduke was covered widely by the media at the funeral of the Kaiser and the public applauded the new Crown Prince's behavior during the event; it was known to the public that Klemens was hurt by the death and for him to remain regal was looked upon a positive view. Archduke Klemens became HIM Crown Prince of Hulstria and he was closely guarded by members of the Imperial Guard. After graduating top of his class a few years after Heinrich III's death, Klemens was admitted into the military, becoming a member of the Kaiserliche Marine (Imperial Navy) of Greater Hulstria like his father had done before him.
After receiving training at the Ferdinand II Imperial Navy Training Institute Crown Prince Klemens served on the HIMS Mashkov, a Trigunian guided missile destroyer ship named after the 1st Duke of Petrovgrad. The Crown Prince was later promoted to Lieutenant Commander and Captain; his father Alexander II later appointed him to Admiral, placng him in charge of HIMS Franzberg, a nuclear-powered fast attack submarine in the Kaiserliche Marine. The Crown Prince would remain in the navy for another year before leaving in 3129 to pursue higher education. Klemens would enroll as a full time student in Hulstria and earned a dual major in Political Science and International Relations.
Crown Prince of Hulstria[]
The Crown Prince had achieved much success in the Imperial Navy and in schooling but with those chapters in his life now closed, Klemens now had to engage on a grander scale with his duties and responsibilities as the heir to the throne. The Crown Prince was widely liked by the public allowing him to easily transition to the private upbringing to a more public role in the Empire. He accompanied his father on many domestic trips in Greater Hulstria and in the Eastern Territories; the Crown Prince's favorite patronage was in infrastructure and architecture. Klemens would go onto serve as the honorary president of the North Carina Development Board, an organization in the colonies devoted to promote infrastructure development in the North Carina colonial district. The Crown Prince would also be quite the patronage of education within the country, donating hundreds of thousands of his own riches to many Kurathan schools and colleges. As Crown Prince he also was brought along with his father during several leadership meetings of the International Monarchist League, Terra's primary and leading monarchist organization.
At the time Crown Prince Klemens was taking up more and more royal duties, he was also dating Viktoria Alexandra Helena von und zu Recke, a Hulstrian noblewoman and daughter of the Duke of Recke, a close advisor to Heinrich III and former Air Marshall of the Imperial Air Corps. Viktoria's grandfather also served as the Imperial Commissioner of the Hulstrian Empire. The two had met during college and dated privately for a short period before going public. The Crown Prince had great admiration for her and sincerely loved her; it was a perfect match to royal watchers and to Klemens' father who highly approved of her who saw the attraction and possible marriage in key with the vision of royal marriage by Klemens II of Hulstria, the Crown Prince's namesake. The Recke family had ties with the Rothingrens and the match looked perfect. Viktoria Alexandra Helena von und zu Recke was also loved by the public who saw her as a Roberta Lusk type figure and the couple engaged in several activities, becoming involved in many patronages.
When Crown Prince Klemens earned his degrees he formally proposed to Viktoria Alexandra Helena von und zu Recke at a private dinner in the Histap Valley of the Hulstrian eastern territories on Dovani. A tragic tragedy befell the Duchess a few months after the proposal; Viktoria was unexpectedly diagnosed with rapid onset breast cancer and died three months later. The Crown Prince was devestated and hurt by her death; the public as well mourned deeply on the news. Viktoria was the love of the Crown Prince and Klemens would not remarry until he was on the Hulstrian throne. A large state funeral was held for the Duchess of Recke and thousands attended the service.
Emperor of Hulstria[]
Crown Prince Klemens had been groomed to assume the throne of Greater Hulstria for many years and his time to sit on the throne came after the new year in January of 3147. His father, Alexander II of Hulstria, had reigned for several decades, originally being crowned in the year 3119. The last few years of his reign had placed a large amount of stress upon Alexander II. Several international events that included the Great Artanian War and political unrest in the Empire of Dolgaria that resulted in a republic being created there had severely aged the Kaiser. While the restoration of the Trigunian monarchy by the returning Molodoya Gvardiya Partiya both had eased the worries of the Kaiser and returned Rothingren-Traugott rule to Keris, the amount of stress combined with old age had weakened his health drastically. Prior to his death the Kaiser was confined to his private residence in the mountains of the Crownland of Hulstria; he would perform last two public apperances before his death. First Alexander II and the Imperial Mayor of Kien unvieled the National Christmas Tree during a large ceremony and on Christmas Eve where Alexander II on the balcony of Fliederbrunn Palace waved to supporters during another ceremony held by the Rothingren-Traugotts. After this he quickly deteriorated in health and died peacefully on January 5th, 3147, ending his 28 year reign surrounded by family at Castle Hulstria. It was announced to the public that the beloved Alexander II had passed and a period of mourning succeeded his death. Alexander II was seen as a benevolent and traditionlist leader by his subjects; now it became the time of the Crown Prince to now rise and take the spot his father had held.
A formal coronation ceremony was held a month after Alexander's death in Kien at the Hulstrian National Cathedral. Crown Prince Klemens was crowned as Franz VII of Hulstria, II of Trigunia & I of Dolgaria; Klemens was not crowned Klemens III as some had thought since his given primary name was Klemens but instead in honor of Franz VI of Hulstria, the "Iron Emperor". In Trigunia he would formally be known as Great Prince & Tsar Franchesko II and in Dolgaria, where at the time of the coronation he was serving as pretender to the throne, Imperator František I. He would not sit formally on the throne of Dolgaria until the end of his reign. At the time Franz VII came to the throne Greater Hulstria was continued to be governed by the conservative faction known as the Imperial Conservatives comprised of the Faschistische Gewalt-Partei and the Kaiserliche Hulsterreichische Partei. This faction also governed under the reign of his father and past Hulstrian monarchs.
Great Prince & Tsar of Trigunia[]
Just prior to Hereditary Prince Klemen's accession to the Trigunian throne and his father's death, Trigunia recently had restored the Rothingren-Traugott monarch following the return of the Molodaya Trigunskoye Partiya. Their collapse in the 3130s paved the way for minor political parties who had traditionally been crushed by the political might of the Molodaya Trigunskoye Partiya filled the vacancy left over by them. These parties orchestrated a coup of the government and established a socialist republic that would last for less than a decade. Their government would end when the Molodaya Trigunskoye Partiya returned in the 3140s and restored the monarch. The return of the monarchy was followed by Trigunia's entrance into the League of Island Nations. At his coronation the Hereditary Prince was crowned His Royal Northern Highness, Born in the White, Franchesko II, Chronokrator and Kosmokrator, Lord of Winter, By the Grace of God, Great Prince & Tsar of Trigunia. The coronation was held at the Bear's Den and a large celebration was held afterwards that included the Trigunian noble and political elite. At the time of his coronation the House of Mashkov had established their political rule and were in the office of Viceroy once again. Also at the time of the coronation the political dynasty was being headed by Lady Anastasiya Yevgeniyevna Mashkova, the daughter of former Trigunian Viceroy the 8th Duke of Petrovgrad. Her father was upsurged in a political coup by Igor Khristenko, 14th Count of Starbat under the reign of Aleksandr III which brought to an end the Young Guard Party leading to a collapse of order overall within the nation, leaving the rise of republican agents to take their place. Towards the end of Aleksandr III's reign and before Franchesko II's crowning remnants of the Young Guard Party came together under Lady Anastasiya to form a new party, the Young Trigunian Party, and defeated the socialists. Soon after the monarch was restored under the Rothingren banner. Trigunia's restoration not only restored the Hulstrian monarch but also restored the House of Rothingren-Traugott in Keris who were pushed out by republican movements in Dolgaria and socialist takeover in Trigunia years earlier.
Early Monarchical Years[]
Sichartshofen Assassination[]
Franz VII would face his first major crisis within his Court not even five years into his reign. In Greater Hulstria the conservative alliance known as the Imperial Conservatives had been ruling the Imperial Diet and elections for the past several decades. When Dionys Ruediger retired from his position as Governor-General of Greater Hulstria, Andreas, 9th Count of Sichartshofen was named his political successor and was elected in the 3150 general elections. The Count of Sichartshofen before his election was serving as the Minister of Internal Affairs and prior served as the Minister of Justice. He was a loyal monarchist and staunch supporter of the monarchy, including a figure within the conservative moment. The Count of Sichartshofen would only serve for a little over a year before he was assassinated in Budenlar during a political rally by left wing extremists. He was giving a speech at the Central Imperial Plaza in Labsburg when a bomb placed under the stage exploded, killing him, and several people which included members of his staff, his Chief of Staff, and a member of the Budenlar Landtag Assembly. The Crown Commissioner of Budenlar was wounded but not killed; Harald Krutemeier, Minister of Defense, was also wounded but was nearly killed when a member of the terrorist group tried to attack him with a pistol following the bombing. The assassination was the first of its kind to happen in Greater Hulstria since the assassination of Rudolph V of Hulstria in the 2640s. The Count of Sichartshofen at the time of his death was the Chairman of the Faschistische Gewalt-Partei, leaving a visible vacancy at the top of their party; the FGP would eventually elect Waldemar Augsberger to replace the late Sichartshofen. His death left beind not only millions of supports and an entire nation but also a family of three children and a wife. Before his death he was planning on traveling to Trigunia and meet with the new leaders of the Young Trigunian Party. He was also expected to meet with members of the Dorvik Monarchist movement the following month to discuss establishing relations.
The public widely mourned the Count of Sichartshofen. Franz VII made a special and rare television appearance addressing his subjects on the assassination. At the Castle Hulstria palace in the Kiennese mountains Franz VII offered his sympathy for the late Governor-General's family and offered support to his subjects in these "troubled times". In his speech the Kaiser told his subjects to "remain strong" and to stick together during this national tragedy. Across the world "doubt and chaos" have consumed many nations, either it let be brought on by continential wars or assassinations, but the Hulstrian Empire can and will remain strong and stable despite this "untolerable act".

Greater Hulstria would enter into a short period of peace following victory in the South Ocean War. A booming economy that succeeded the war and the peace that reigned in the cabinet government created a positive and prosperous attitude among the Hulstrian citizens. Franz VII's success in the wars and keeping Hulstria united earned him high marks from not only political observers but his subjects who adored his benevolent tenure. He was also widely applauded in Trigunia, a nation who fought in the two wars on the side of Hulstria. Many believed Franz' leadership helped bring closer the Hulstro-Trigunian personal union and to new heights as well. While Hulstria would face some political instability at home with the arrival of some radical left political parties Franz VII as well as the political order in Hulstria managed to fend off these parties. Additionally the onset of the Jakanian Civil War, born out of the end results of the South Ocean War, placed Hulstria and Trigunia in a difficult position. Both had already engaged heavily in conflict within that region in the South Ocean War and to intervene in a civil war was hotly debated. Greater Hulstria would decide to opt-out of fighting in Jakania but nevertheless put their support behind the monarch of Jakania and warned against foreign intervention to overthrow the monarchy there.
Around the same time of the Jakania Civil War the House of Santiago was restored in Dranland, a north-west Dovani nation. The Santiago royal family had been in exile for over a century and had been living in Greater Hulstria for many of those years while claiming the throne of Dranland. The ties between the House of Santiago and the House of Rothingren-Traugott date back to the reign of Ferdinand II of Hulstria and Carlos I of Drania. Greater Hulstria during the period of exile for the Santiagos fought hard to have them restored in Dranland and remained as a strong advocate for the House of Sanitago within the International Monarchist League. Behind the scenes Franz VII maintained close ties to the Dranian nobility and pushed for them to take an active role in Dranian politics in light of the weakend government there.

As the monarch Franz VII holds several executive and special powers on respective thrones. In Greater Hulstria the Emperor of Hulstria holds strong influence in military affairs, maintaining the title of Supreme Commander of the Imperial Armed Forces. The Emperor has his own special council on military affairs comprised of appointed advisors and other special bodies that help the monarch maintain an eye on the day to day affairs of the country. Apart from military matters the Kaiser also holds an important diplomatic role and conducts special ceremonies for visiting diplomats. The monarch also has the power to appoint Imperial Mayors to act as the Kaiser's representative on a more local level in towns and cities; the Kaiser also appoints Crown Commissioners to the regions in the Imperial Crownlands. The Emperor of Hulstria rules as an apolitical monarch, staying out of political affairs to act a symbol of unity and defender of the Hulstrian democracy to the people, acting as the ear of the people in the political workings. The Hulstrian monarch though has traditionally been close to the Staatsminister of Greater Hulstria, the Hulstrian head of government; the two leaders meet twice a week where the Staatsminister briefs and privately discusses important matters of the State. In the nation of Trigunia Franz has similar duties and as the Great Prince & Tsar has been close to his representative the Viceroy which has traditionally been held by the political House of Mashkov. The Mashkov family have been the voice of the monarch for centuries and sees through many of the workings of the national government.
