Politics and government Edit
Rapa Pile was a parliamentary triarchic merchant republic - as its constitution said. From this definition the ''merchant ''word was symbolic the other words were exacts. The ''merchant ''referred to maritime trade, what was the most important industry of the country. Actually, most of all the maritime black trade was centralizing in the islands, and the merchant word in the form of state was a kind of answer to the accusations of other countries who accused the Pilese pirates and black trade.
The Golden Republic had three collective Heads of State, the Triumvirate (Pilese: Traiyamvairet). This triumvirate contained a Clerk of the Republic (Pilese: Kutiyaracin Eluttar) who the 'head-of-state-for-foreigners' (quote from Constitution); the Clerk of the Military (Pilese: Iranuvattin Eluttar) who was the commander-in-chief of the armed forces; and the Clerk of Public Affairs (Pilese: Potu Vivakarankalin Eluttar) who chaired the cabinet, the Institution of Deciders. This triarchic Head of State system virtually was separating the power of the former Presidents to three separate people. Usually, all members of the Triumvirate were from separate parties, so this was a great example of power-sharing in the Head of State office.
The cabinet of the Golden Republic of Rapa Pile was the Institution of Deciders what was containing four Deciders (Ministers). The Decider of Foreign Affairs (Pilese: Velinattu Vivakarankalin Mutivetuppavar) was directing the Foreign Affairs and the Defense (of course commonly with the Clerk of the Military). The Decider of Justice (Pilese: Nitiyin Mutivetuppavar) was directing the Justice and the Internal Affairs. The Decider of Science, Education and Culture (Pilese: Ariviyal, Kalvi Marrum Kalaccarattin Mutivetuppavar) was directing the Science and Technology, the Education and Culture and the Infrastructure. The most powerful Decider or Minister was the Decider of Social Affairs (Pilese: Camuka Vivakarankalin Mutivetuppavar) who was directing the Health, Food, Trade and Industry, Environment and Tourism and Finance.
The legislature of the state was containing two houses. The lower house was the Meeting of Majority (Pilese: Perumpanmaiyinarin Kuttam) what was containing 800 seats and what was elected by the People directly for ten years. The Meeting of Majority had the right - among others - to appoint the Triumvirate and the Institution of Deciders, and to make laws. The upper house was the Meeting of Merchants (Pilese: Perumpanmaiyinarin Kuttam) what was containing 80 seats and what was selected in a meritocratic mode based on wealth and tax. The Meeting of Merchants only had one right: the Veto against the Meeting of Majority.
As the Constitution said, everybody was the citizen of the country, who had nationality and was older than 12 years. The prisoners and the rich people also had the right to vote.
Rapa Pile's territory contain two islands. The larger one the Great Pilese Island (Pilese: Pilein Periya Tivu) the smaller one is the Datungu Island (Pilese: Datungu Tivu). There is one-one mountain snowy mountains and several bays in both islands. The city of Rapa (the capital city) and the city of New Nago is in the Great Pilese Island. (The city of Rapa occupies the whole eastern part of the island.) The city of Datungu is in Datungu Island.
The most important industry of the country was the fishing and maritime trade. Rapa Pile was gaining a lot of money from black trade businesses. In the Great Pilese Island existing industry was the agriculture; in the Datungu Island existing industry was the mining. The most of the people was living in one of the three cities, but a significant minority was living in villages and farms in the Great Pilese Island.
There was three districts (regions) in Rapa Pile. All regions was based on a city, a metropolis and its surroundings. The biggest region was Rapa Region based on the city of Rapa what was containing the full eastern part of the Great Pilese Island. The city of Rapa was the capital of the Golden Republc of Rapa Pile.
In the regions, the People was electing its leaders directly. The Regional Clerk (local governor), the Regional Meeting (local assembly) and the local government was elected by the People directly for a ten years term.
