Zardugal is a unitary semi-presidential republic with a head of state and head of government. The head of state is the president or respublikestro, who is elected by the people to a six-year term. The president has the power to appoint the prime minister and other cabinet members, dissolve the National Legislative Assembly, and veto legislation.

The head of government is the registarestro, who is appointed by the president and must be confirmed by the National Legislative Assembly. The registarestro is responsible for overseeing the day-to-day activities of the government and for implementing the policies of the cabinet.

The National Legislative Assembly is the unicameral legislature of Zardugal. It has 500 members, who are elected by the people to four-year terms. The National Legislative Assembly has the power to pass laws, approve the budget, and declare war.

President of the Republic of Zardugal[]

The President of the Republic of Zardugal is the head of state and serves as the overall leader of the nation. The president is popularly elected and has a term of six years, unless an early election is called. The president is assisted by the Executive Office of the Respublikestro, which makes up the staff around the president. The president also has access to a number of amenities, including a presidential jet, a heavily armoured limousine, and other motor vehicles. The official residence of the president is the Executive Mansion, which is located in Belegejo.

Government of Zardugal[]

The Government of Zardugal exercises executive power in Zardugal and heads its administration. It is presided by the Registarestro (literally "Head of Government") and is responsible to the Leĝdonaro, Zardugal's legislature. All ministers are appointed by the President of the Republic on the advice of the Head of Government. The Government of Zardugal is divided into 12 ministries:

  • Ministry of Foreign Affairs
  • Ministry of Internal Affairs and Equality
  • Ministry of Finance and Labour
  • Ministry of Defence
  • Ministry of Justice
  • Ministry of Infrastructure and Transport
  • Ministry of Health and Social Services
  • Ministry of Education and Culture
  • Ministry of Science and Technology
  • Ministry of Food and Agriculture
  • Ministry of Environment and Tourism
  • Ministry of Trade and Industry

Each ministry is responsible for a specific area of government policy or administration. For example, the Ministry of Foreign Affairs is responsible for Zardugal's foreign relations, while the Ministry of Finance and Labour is responsible for Zardugal's financial and economic policies.

National Legislative Assembly[]

The National Legislative Assembly (Zardic: Nacia Leĝdonaro), often referred to by its Zardic name Leĝdonaro, is the unicameral legislature of Zardugal. The Leĝdonaro is elected every four (4) years and members of the Leĝdonaro are known as "Leĝdonantoj" (sg. leĝdonanto). The head of the Leĝdonaro is known as the "President of the National Legislative Assemby" (Zardic: Prezidanto de la Nacia Leĝdonaro) and is assisted by a number of Vice Presidents (Zardic: Vicprezidantoj).

The Legislative Assembly contains a number of committees which are responsible for specific areas of legislation. Each committee has a Chairperson (Zadic: Prezidanto), traditionally belonging to the largest party within the Leĝdonaro but coalitions can determine committee assignments based on agreement.

Judicial Branch[]

The Judiciary of Zardugal consists of Courts and Tribunals, composed of judges and magistrates (Justices), who have the power to administer justice.

Administrative divisions[]

Zardugal is divided into 5 Governorates (Gubernioj), Dirakio, Kasio, Karintio, Kastelo, and Venetio. Governorates arelead by appointed Governors (Guberniestroj) appointed by the national government. Each Governorate is divided into a number of Communes (Komunumoj) with an elected Komunumestro and an elected Communal Council (Komunuma Konsilio). Communes are further divided into Municipalities (Municipoj), which can either be Cities (Urboj) or Villages (Vilaĝoj), lead by an Urbestro or Vilaĝestro, respectively.

Political Parties[]

Zardugal has a multi-party system. The main political parties are:

  • The Communist Party of Zardugal (KPZ): A left-wing party that advocates for nationalization and cooperativization, secularism, feminism, and LGBT rights.
  • The Greens (V): A center-left party that advocates for environmental protection and sustainable development, post-growth economics, social justice, and economic equality.

The two parties form a coalition called KPZ-V that has governed Zardugal unchallenged since 5362.

Constitution[]

Constitutional History[]

For centuries, Zardugal lacked a formal, written constitution, and used a common law system of government with a heavy reliance on past norms for grounding most political actions. In the available public record, the first major constitutional push came in the 3330's when the New Democratic Party (Zardugal) began pushing for a formal Constitution which was achieved in the 3340's. The Constitution was deeply detailed and elaborated a complex system of powers. However, the Conservative Republican Party (Zardugal) was deeply opposed to the idea of a written constitution and upon taking total power in the 3350's, repealed the document in its entirety.

The political right soon collapsed and wasn't resurrected until the CRP returned to power in the 3470's. Seeing the need for a constitution, calls on the right for one grew louder and louder. Finally, after the failure of the monarchy in the early 3600's, a new Constitution was established that first outlined the Federation and its powers. The most durable constitution came later with the Constitution of 3671 which provided a greater view of Zardic power and governance. After many amendments, and a turbulent history, a new constitution was inaugurated, the Constitution of 4000 which served as the supreme governing document of the country. After many centuries of being a republic, the constitution was again amended in favor of a constitutional monarchy, the Constitution of 4603.

The Constitution of 4603 is the current governing document of the Empire and outlines the powers and political structure of the country. The document is composed of articles which outline the powers and duties of the various branches of government as well as the installation of Felipe I as the legitimate Emperor of Zardugal.
