In modern Kirlawan governance, the Governors are the highest authorities of the Provinces, equivalent to a regional leader, responsible for laws and government not specified on a Senatorial level. The Governors are elected in a single-member district plurality voting system, where the candidate that wins a plurality of the vote wins the election. Governors serve for four-year term, with the possibility of renewal. This system was stablished in 4704 after the law approved by the Taoiseach to create a uniformal procedure to elect regional governors.
-The Senate can remove any Governor with a 2/3 vote, but the party that won the elections in the region has still the power to choose the substitute.
The office originates from the old magistrature of the Praetors during the Selucian Empire, an executive office that had the power to administer the justice system, command armies, and introduce legislation, and the Taoiseach brought the same system to the Republic of Kirlawa.
As per the constitution, the Federal Republic of Kirlawa is a federal state, wherein each Kirlawan province has its own constitution, which gives the provinces broad discretion to determine their respective regional structure. The Governors have both typical powers of an executive leader (for example appointing and dismissing cabinet members or defining the policy of the cabinet) and typical powers and functions of a head of state (for example the power to grant pardons on behalf of the state and to perform certain ceremonial duties). All governors are elected directly by the citizens of the region, following a first-past-the-post system, where the most voted party during the general elections in the region appoints the regional governor. Thus, the regional parliament may offer a different majority than the Governor's cabinet.
