The Head of the State, Capo dello Stato in Istalian, was the title of the executive Head of State of the Fifth Istalian Republic organized into a presidential system.

The title was introduced by the General Michele Appiano De Borromei under the democratic government emerged after the fortunally brief rise to power of the Thallerist Party. The new Istalian leader, in fact, did not return to the previous title of President of the Republic, used by all the Head of the State of the republican periods of the Istalia. The powers, functions and duties of the new Head of the State were considerably wider than prior presidential offices, which relation with the Government, formed by the Prime Minister of the Republic and the Council of Ministers, has over time differed with the various Istalian constitutions.
Under Head of the State there was not Prime Minister, leading directly the executive and chairing the Cabinet.

Election[]

The Head of the State was directly elected by universal suffrage conducted via run-off voting which ensured that the elected Head of the State always obtained a majority: if no candidate received a majority of votes in the first round of voting, the two highest-scoring candidates arrived at a run-off.

Powers[]

The powers of the Head of the State were the same of the previous semi-presidential President and those to of the President of the Council of Ministers, according to the last Constitutional Reforms, so he was the holder of the Executive Power, representing the Nation, guaranting its independence, the respect of the International Treaties and was the supreme guarantor of the Constitution.
The Istalian Head of the State had significant influence and authority, especially in the fields of the national security and foreign policy. The Head of the State hekd the nation's most senior office, and outranks all other politicians.

History[]

The title of Head of the State was held by only one person, the General Michele Appiano De Borromei who in 4571 was created Emperor of the Istalians on initiative of Damiano Valenti, new leader of the Glory and Rebirth party, founded by Appiano De Borromei almost 20 years earlier. The title of Head of the State was thuse abolished and the Fifth Republic reformed into the Istalian Empire.
