The Cabinet of Philip Hopkins was the government coalition of the Holy Luthorian Empire. The cabinet was composed of the Communist Party of Luthori, the Liberal Democratic Party, the Social Democratic Party and the White Rose. The Holy Luthori Church held the Office of the Imperator with Pope John I and Pope Brandon II as its incumbents again.

The cabinet fully accomplished its government program
A bill raising corporate taxes and income taxes is passed during the legislature, along with one increasing social security funding.
Prostitution has been legalised and the luxury tax has been decreased with the support of the opposition from 25 % to 20 %.
The cabinet was unpopular at the end of the term and all the parties, excepted the SDP, lost votes in the next election.
A Marriage Reform, allowing civil marriages contracts and a bill reducing the state support for the middle class are passed during the caretaker cabinet (4544-4545) until the early election of 4645.
In 4645, the LDP quits the Hopkins I Cabinet to call for an early election.
