The World Congress maintains an official list of nations that possess weapons of mass destruction, the most notable being nuclear weaponry. As of the 57th century, the World Congress-recognized nuclear states are Dorvik, Hutori, Vanuku and Yingdala[1]. Of these, Dorvik is the only nation to show active maintenance of its' nuclear arsenal, leaving most analysts to believe that it is de facto the only state possessing WMD capabilities. The World Congress initially tried to monitor recognized nuclear states through Resolution 97, which officially recognizes nuclear powers. However, Resolution 97 largely remains useless in the modern day as it has not been updated.
A Dorvish attempt [2] was made to reform Resolution 97 to reflect its' de facto status as the only currently transparent nuclear state. However, this was ultimately rejected by the Security Council and never passed, thus denying reform.
