The National Congress of Revolutionary Socialist Vanguardships (Kalopian: Εθνικό Συνέδριο Επαναστατικών Σοσιαλιστικών Πρωτοποριών Ethnikó Synédrio Epanastatikón Sosialistikón Protoporión; Majatran: المؤتمر الوطني المقدمات الاشتراكية الثورة, al-Mu’tamar al-Waṭanī al-Muqadimāt l-Ištirākiyya ath-Thawra) was the legislative institution of the Union of Kalopian Revolutionary Socialist Vanguardships, consisting of 750 delegates of the "Vanguardships", the local communes theoretically governed under a system of direct democracy, as well as representatives of the trade unions. The National Congress served as an intermediary between the masses and the central leadership of the nation, and was tasked with initiating and passing legislation and with approving the Council of Ministers, the executive body of the Union. The National Congress was chaired by the Chairman of the National Congress of Revolutionary Socialist Vanguardships, who was elected through a similar system. The Chairman had a dual role of both chairing the legislative and acting as the Head of State of Kalopia. The National Congress was officially founded in 4209, and its organization was formally defined in the Constitution of 4216. Because political parties were officially banned, elections took place on a non-partisan basis. However the "revolutionary forces" that, according to the Constitution, comprised the Command Council de facto played the role of political parties, and most members of the National Congress were affiliated to one or more of these revolutionary forces.
