Act for the Institutionalization of the National Salvation Military Council

The National Salvation Military Council for the Kivonian Revolution (Befäska: Nationella Frälsningsmilitära Rådet för den Kivoniska Revolutionen), often called as the Military Council or just the NSMC, was the de facto upper house of the Third Kivonian Republic. It consisted of 20 members, called Sub-Provincial Officers, chosen by the NSMC to administer a Sub-Province out of the twenty Sub-Provinces in the nation, the Officers were chosen for life. The lower house of the Third Republic is the Civil Assembly, which was mainly for civilians who wished to actively partake in politics.

According to the Law, the NSMC was a consultative body and a chamber of the regions, it could propose bills, send recommendation to the other Chamber and to the Government and it had a part in the legislative process about the regional, local and constitutional matters. Constitutional Laws had to generally need a 2/3rd voting approval from the Civil Assembly and be sent to the NSMC for another 2/3rd voting approval before entering into National Law. Constitutional Laws on a case-by-case basis, such for example which did not radically alter the stratocratic and/or institutions of the Third Republic, or such as the creation of bodies, departments and agencies, did only need a simple majority in the Civil Assembly but would have to need a 2/3rd voting approval by the NSMC. It it is also made clear that NSMC decisions were binding.

History[]

The National Salvation Military Council was proposed in early 4758 in the Act for the Institutionalization of the National Salvation Military Council, by then Head of the Nation Augustin Volkhardt, to officially succeed the original National Salvation Military Council who founded and ruled the first modern Kivonian states, he believed that its institutionalization would help the final creation of the parliamentary stratocratic republic and to protect the military control over the nation. It was accepted by every member of the Civil Assembly, and Isabella Cederstam assumed temporary leadership over the Council through her position as State Officer of the Republic.

Election[]

The Council chose its members by giving military officers control over a Sub-Province, with four Sub-Provinces existing in each of the five national provinces. By assuming the position of Sub-Provincial Officer, they automatically became a member of the National Salvation Military Council.

Leadership[]

The leadership of the National Salvation Military Council was the body known as the National Military Commission (NMC). The Commission was composed of the Chairman of the NSMC, the Deputy Chairman, the Secretary of the Commission, a representative of the national government and a representative of the opposition in the Civil Assembly.
