Noumonde (Malgy: Nomondy), officially known as Federal Republic of Noumonde (Malgy: Repoblika Federalin'i Noumondy; Canrillaise: République Fédérale de Noumonde) is a nation located on the western coast of Temania and which borders to the north with New Alduria and to the east and south with Temania.
Noumonde is a former colony of Rildanor, and while Malgy people compromise the supermajority of the population of the country, Canrillaise people, as descendants of the former colonisers, still make up the second largest ethnic group in Noumonde.
The capital city of Noumonde, Vaotana, is located on the coast of the colony and provides an entry point for most trade that enters the Temanian continent. The country's proximity to the World Congress headquarters at Whale Island, also give the former colony some degree of a diplomatic importance.
Despite the long lasting union with Rildanor, which considered Noumonde as part of the nation, the end of colonial government in Terra and consequent independence caused serious problems for Noumonde and its people. After independence, Canrillaise influence remained prevalent through the ruling Canrillaise House of Demitreus. Following the death of King Tristan, who left no heir, the nation descended into federal isolationism before reestablishing itself in the 55th century, transforming into a democratic republic.
Etymology[]
Noumonde was taken from the Canrillaise Nouveau monde, meaning "new world", after Rildanorian colonisers discovered Temanian continent, previously regarded as a terra incognita. The first mention of the name Noumonde was recorded in the Rildanorian political maps in 2600s. Likewise, the former name of Vaotana, Noumonde's capital city, Nouville, was taken from Canrillaise for "new city", whcih is Nouveau ville.
History[]
The colony of Noumonde was claimed by the Rildanorian government in the early 2560s and was officially formed in 2569 by an act of the Sénat[1]. The formation of the colony came after negotiations with Alduria and Beiteynu, two countries with large claims to the entire continent. Rildanor sought a small piece of land on the western coast on the idea that it will be easier to maintain, defend, and legitimize the colony, as opposed to a large swath of land that is sparsely populated and developed.
After a millenium of colonial dominion, Rildanor withdrew from Noumonde in 3615, leaving a new independent nation. The loss of the ties with the motherland was a shock for Noumonde which fell into a spiral of economic, political and social regression until the House of Demitreus, former and last Royal Dynasty of Rildanor established an absolute monarchy supported by the military which controlled a police state in the 4235 under King Phillipe VI of the House of Demetrius, who became the 31st King of Noumonde since its independence (although this is disputed).
The line of Demetrius continued until King Tristan who ruled from 4463 to 4470 as an absolute monarch, and then from 4470 to his death in 4501 as a constitutional monarch. Tristan had ruled over a significantly changing Noumonde, during which the Mondesian people claimed more power from the Canrillaise elite, and upon his death, with no children, the Demetrius dynasty ended.
Following the fizzling out of the royal dynasty, Noumonde fell into federal isolationism as the central government failed to hold onto control in the eastern regions of the country which felt unobliged to subjegate itself to the western predominantly Canrillaise-led coastal regions now that there was no means with which to subdue the east's rebelliousness. Thus centralised government broke down and Noumonde was ruled by a variety of monarchies and coalitions for next 200 years.
In 4750, after several centuries worth of uncoordinated rule, a decentralised Noumonde was transformed into a federal elective monarchy following the agreement between the rulers of the thirteen states, for what the new state received a colloquial name "Monarchy of Thirteen States". Nanompo, the monarch, was elected by the Federal Assembly every six years for a non-renewable immediately term.
Five centuries later, the monarchic regime fell following the popular discontent and a peaceful Streets Revolution, after a series of corruption scandals and growing economic recession. With the referendum on the government form passing with overwhelming 60% for the republic, thus federal republic was established on the 1 January 5524, five years after the revolution.
Government and politics[]
Politics[]
Noumonde is a federal parliamentary republic with a head of state serving as the ceremonial position, while the head of government serves as the first person in the country, followed by the presiding officer of the upper house. According to the Constitution, executive power is exercised by the government while legislative power is vested in the Council of Ministers, the Chamber of Regions and Chamber of Citizens respectively. The constitution additionally establishes independent executive, legislative and judicial branches and mandates an indirectly elected president by the convention of 13 regional legislatures for a renewable seven-year term.
The public directly elects the 187 members of the Chamber of Citizens for a five-year term, 83 members of the Chamber of Regions, with halves (42 and 41, respectively), being elected every six years. At the local level, country's 13 provinces are administered by the regional president and the regional council being elected each six years and 13 devolved regional legislatures with the term length and size depending on the region and its laws. Provinces are further subdivided into municipalities and communes.
Military[]
The Noumonde Army in fact is a real political force if not a "constitutional force", recognized also by the constitution, which determined many time the national politics, through numerous golpe and military junta periods. The Army, which include under a single organization all the branches of the armed forces, is tasked with the defence of the Nation, while a large military gendarmerie force is tasked of the maintenance of internal order. The military so have the powers of police authority and control also the borders and the main seats of the power.
Judiciary[]
The judiciary is consists of the Constitutional Tribunal, Court of Justice, Court of the Nation, Court of Appeals, criminal tribunals, and tribunals of first instance.
Demographics[]
A government-issued Noumonde Action and Strategy plan developed in 2568 committed Rildanor to a 10-year plan to populate Noumonde with 1 million Rildanorians. 1 billion crowns were set aside as an incentive for those who chose to settle in the colony, but many seeking a new beginning or a simple adventure were eager to take on the life of a settler. The native peoples of Noumonde, which number roughly at 34,000 were allowed to keep their traditions and settlements, but were nonetheless encouraged to integrate to the Rildanorian culture and, as a result of that policy, were forced to follow Rildanorian law.
In 2579, a new Action and Strategy plan was implemented to triple the colony's population to 3 million. Immigration to the colony focused on four major settlements: Rennes, Nordeaux, Lille, and Charlesbourg. Rennes, as the colonial capital, received the main focus of development and should, after the development period, have the capacity for at least 1,000,000 people. Nordeau, Lille, and Charlesbourg shall be located deeper into Noumonde in order to solidify control over the area and should have the capacity to support 300,000 people each. Minor settlements were established in other, more remote areas, especially in areas of economic interest (mines, farmland, oil fields, etc). More than 55 billion crowns[1] were allocated for the development of these settlements and its infrastructure. A partnership with the private sector covered other start-up costs, as well as to stimulate commerce and growth.
