His Imperial and Most Illustrous Luthoran Majesty, Otto III von Rothingren-Traugott-Okatori was the Emperor of Hulstria from 4304 to 4358. He is remembered for his role in the restoration of democracy and the end of apartheid in Hulstria and Gao-Soto, known as the Second September Revolution. This led to the restoration of the House of Rothingren-Traugott-Okatori to the throne of Hulstria for the first time in centuries, alongside the new Kurosawa Clan of Gao-Soto (a claim previously also held by Archduke Otto but which he abjured in order for a Kunihito monarch to be elevated to the Imperial dignity).
