Palmieri's Cabinet was a coalition government formed after 19 months of negotiations between governing parties. With its formation, former prime minister Verpucci announced the dissolution of his party. The coalition intended to focus on the following priorities: civil liberties, anti-extremism, condamnation of the expulsion of Istalian workers from Luthori, healthcare reforms and natural heritage preservation.

Even though this Cabinet wasn't as diverse as the previous one, it managed to represent all social categories almost fairly: 6 members out of 13 were women, but only 2 (later 3) had close non-Istalian origin (Haddad being istalo-Majatran and Shalhoub being half istalo-majatran, with Al Khaled from 4867). In 4867 three ministries have been reappointed to better represent the new National Assembly, re-elected in 4865 due to the dissolution of the Party of National Communists, due to its exclusion from the Palmieri Cabinet.
