The President of the Union of Communist Councilist Republics is the Head of State of the UCCR. He is the only Union-level official to be directly and universally elected by the population. He is constitutionally invested with powers to "nominate all judges and justices of the UCCR, to award decorations and honors, to oversee actions of the state, and to issue pardons." The position is mostly ceremonial and tame; with real power held by the Chairman of the CPRU. The President resides at the Blue House.
