Neapulia, is a city in the Istalian region of Fidelia. Rising on the homonymous gulf, the city is the most important port on the Strait of Ingris after Terebbìa, it host the prestigious and ancient Fidelian University of Neapulia, it is renowed for its gastronomical tradition and the shores around the province of Neapulia are among the most renowed in Fidelia for turism thanks to the beauty of the high cliffs overlooking the sea. Historical he was also known for having been between 12th and late 15th century one of the Merchant Republics, the second most powerful after Vinesia.

Ancient History[]
Neapulia was founded in the Gulf of the Shrine around 200 CE as Neapolis by settlers from the Selucian colony Barris Castrum in Alaria. The city was founded close to an ancient shrine which was seized by the Selucian religion. The city prospered thanks to the pilgrimage of many Selucians from the island, believing that the ancient shrines of the previous peoples were actually the mythological lands where many their goods were born. Profiting of the decadence of the Kerronite Kingdom. Southern Fidelia thus became an important area of settlement for the Selucian colonies in Alaria.
Modern and Contemporary History[]
During the early Middle Ages the city of Neapolis became the center of a powerful maritime kingdom and one of the four post-Augustan kingdoms on the peninsula. The marchants of the city began to expand greatly their trade networks and their wealth and power increased so much that at the beginning of 11th century they ousted the monarchy to establish an merchant olygarchy which became one of the well known Merchant Republics, prospering until the arrival of the Ahmadi Caliphate in Istalia which caused the decline of the city although, compared to the other Merchant Republics, under the rule by the Ahmadi Caliphate Neapolis remained an important economic and trading center, a position it retained also under the Kingdom of Fidelia that conquered the south of the Peninsula after the retirement of the Ahmadi rulers, but which then, in 18th century, was defeated by the Empire of Quanzar.
Neapulia maintained its status as important port of the peninsula, focusing on the connection and trade with Alaria. However, Neapulia also welcomed the refugees from the city of Fidelia, among them many schoolars and artists, fleeing the forces of the Quanzar Emirs, who founded an important cultural institution, the Fidelian University of Neapulia. Today the city is renowed also for its gastronomical tradition and the shores around the area are among the most renowed in Fidelia for turism due to the beauty of the high cliffs overlooking the sea.

The local form of government of the city follow the model of the mayor–council government system, with a mayor (Fidelian: sindaco) elected by voters, and a unicameral council as the legislative branch (Fidelian: Consiglio). To the mayor is given almost total administrative authority and a clear, wide range of political independence, with the power to appoint and dismiss department heads and furthermore he prepares and administers the city budget, although most part of the decisions must be approved by the council.
