The Cabinet of Michael Sanders was the government coalition of the Holy Luthorian Empire. The cabinet was composed of the Liberal Democratic Party, the Conservative Party and the Holy Luthori Church, who also held the Office of the Imperator with Pope Brandon II as its incumbent.

The Cabinet did not have any known and agreed government program, but bills were nonetheless passed with the agreement of the main parties.
In November 4646, a bill prohibiting the use of tobacco, alcohol and recreational drugs is passed by the HLC, with the support of the PP and ICP. The LDP abstained.
In December, an industrial plan providing subsidies to industries while halving social spending.
Demonstrations and strikes are organised following the plan, but with no big repercussions.
In January 4647, the ICP manages to pass the "For the People" Act II, which provokes great changes:
-Owning firearms is not allowed anymore. Millions of citizens have to give their weapons to the state.
-Most energy is required to be produced by nuclear power.
-All social housing is privately-owned. A measure which increased homelessness, according to specialists.
In March 4647, the PP and the ICP decide to provide confidence for the cabinet.
In September 4647, religious prayers are made mandatory in schools.
In late March 4648, the cabinet successfully handles the massive demonstrations against the decrease in the budget of Health and Social Services. It was reported that 7 police officers and 51 rioters were wounded and 154 were arrested. Prime Minister Sanders said this in a press conference:
I love democracy I love Luthori. And in our democratic Luthori, you can disagree, you can voice your view, you can protest. But you can't throw stones, you can't loot and you can't riot there goes the red line between democracy and anarchy.In April 4648, the Religious Freedom bill is passed. The Holy Luthori Church is no more the State religion and no state penalties are issued for blasphemy. A Free Trade Agreement is also ratified
In early May 4648, the cabinet manages to pass a non-government bill increasing the legislative and executive term up to 60 months (5 years).

-The use and trade of tobacco, alcohol and cannabis are forbidden.
-An industrial plan which gives subsidies to companies and drastically cuts health and education spending
-Citizens cannot own firearms anymore.
-All housing became privately owned
-Religious prayers are made mandatory in schools.
-No more state religion and no penalties for blasphemy.
-Legislative and executive term expanded to 60 months.
The government has no program.
