The Council for the Preservation of the Republic, most commonly known as the Shadow Council, is the collective leadership of the Third Kivonian Republic since July 4773. It acts as both head of state and head of government. The formation of the Council was a consequence of the death of the Head of the NationAugustin Volkhardt. After 26 November 4774, the Council ruled de jure, while Counselor to the Republic was the de facto ruler and head of state of the Third Republic.
As the end for the Third Republic draws nearer during the Macon War, Secretary of State of the Republic Christian Kvist, Minister of Internal Affairs Daniela Hjertsson, Minister of Justice Nanna Berg, Minister of Science and Technology Klemens Grünfeld and the Minister of Trade and Industry Ulf Hedegaard, tries to flee the country, some succeed such as Secretary Kvist, Minister Grünfeld and Minister Hedegaard, while others are captured by enemy forces. While Minister of Foreign Affairs Marianne Bruun intentionally surrenders to the Hutorian forces.
In 4777, with the battle of Fladborg ending in Hutorian victory, Counselor Julius Callus was killed in action, while the rest of the Shadow Council escaped to the island of Dovmark, setting up the Continuation Government.
