The Second Cabinet of Harold Stinson was the government coalition of the Holy Luthorian Empire. The cabinet was composed of the White Rose, Alternative für Grüne, Workers' Party of Luthori, Patriots Party and the Imperial Citizens Party. The Holy Luthori Church held on to the Office of the Imperator with Pope William I as its incumbent once more.

In February 4662, the Saving the Environment Bill is passed by the Communist Party of Luthori. Commercial whaling becomes illegal, the government enforces highly restrictive pollution standards and a national agency which owns and manages all forest land.
Tax reform Edit
In April and May 4662, the government passes a tax reform reducing the tax threshold and increasing the progressiveness of the income tax rates. At the same time, a new budget lowering defense spending and increasing social security spending passes.
Reform Amendment Act Edit
In April 4662, an amendment of the Holy Luthori Church's reforms is passed and many things are legalized. With its passing, millions of people all over the country praised the Stinson Cabinet and celebrated for one month straight. However, many religious fanatics over the country has openly protested the celebrations and in some areas there has been skirmishes between the pro-HLC supporters and the anti-HLC supporters.
The same month, VAT is abolished.
In April and May 4662, the Alternative für Grüne (now known as the Authoritarian Unionist Party) and the Patriots Party resigned from their ministerial posts respectively. With their resignations, the cabinet quickly started drawing up negotiations to reshuffle the cabinet with the CPL.
