The Viceroy and Authority of the Zahiri Republic of Medina (Medini: نائب اقتدار جماهير ظاہیرینا کے مدینہ, Nāʼib-aur Iqtidār ke Jamāhīr-ě Zahīriyya ke Madinah) is the Head of the Medinian State and leader of the highest council of the Zahirist Church of Medina (also known as the Zahirist Church of Dovani). The Viceroy and Authority is the highest officer in the republic and coordinates the entire system. The position is commonly known as the "Viceroy", "Vicereine", "Authority", or "Na'ib", as the title is rather long.

History[]

The position of Viceroy and Authority was created after the Zahirist revolution in Medina and the Constitution of the Zahiri Republic of Medina in 4769. The position was created to have a religious guide as the leader of the nation in order to restrict the possibility of a secular or state atheist government coming to power.

Nomination and Appointment[]

As of yet with only one Vicereine ever in office, the nomination process is largely unknown and not set in stone. However, the nominee is elected by the Board of Experts and confirmed by the people in a referendum. The office cannot be filled by just anyone though- as head of the highest council of the Zahirist Church of Dovani, it must be a Zahiri Ahmadist and a qualified one at that.

Role and Powers[]

The powers of the Vicereine are vast and impressive- many would say that the position's powers are almost dictatorial in their breadth.

Appointments[]

The Vicereine can appoint a large number of members to elected bodies as representatives, including: 10 members of the Assembly of Deliberation and 10 members of the Committee of Selection. This gives the Vicereine influence in multiple chambers of the government of the nation, allowing them to use to that influence to moderate and regulate any political extremes or radical movements.

Approvals[]

The Vicereine approves all members of the Council of Ministers, allowing them to essentially restrict the President in who they choose for the offices. The Vicereine may also request or advise the President which candidates to pick for both the Committee of Selection and the Council of Ministers, furthering the oversight of the President's actions.

As of 4850, there have only been 4 Viceroy and Authorities, each having different ideologies that are still similar. So far, 2 Vicereines have been young when appointed, in their 20s, and two have been older, in their 40s.

Seat[]

The official residence and offices of the Vicereine are in the Viceregal House, located in the Khushab District of Madinat es-Salaam, a massive park district featuring the Viceregal House and most other administrative offices and residences. The Vicereine also holds a property in the mountain range that runs down the spine of Medina, which caused significant controversy when purchased, as the price tag was 78 million LOD. That home is called the Viceregal Retreat, and is used for informal gatherings and as a safe house, as it has significant defensive capabilities.
